The Construction of the Teaching Staff
At present, YAU has 1621 working staff and 816 retired staff. Among the working staff, there are 1223 full-time teaching staff including 173 professors and 459 associate professors who account for 51.3% of the total full-time teaching staff. 284 teachers have doctor’s degrees and 660 have master’s degrees. 76.6% of the total full-time teaching staff is teachers with master’s degrees or higher degrees. 852 teachers graduated from other universities, consisting of 69.2% of the total full-time teaching staff. There are56 tutors for students in doctoral degree programs and 482 for those in master’s degree programs. The ratio of the teaching staff and students is within 1:16. More than 100 are distinguished teachers, for example, teachers entitled Academician of China National Engineering Research Institute, Chief Scientists of Program973 and 863, National Renowned Teachers, Candidates for New Century’s Program of “One Hundred Talented People”, National Model Teacher Award and National Excellent Teacher Award, National Outstanding Professional and Technical Personnel, State and Council Expert for Special Allowance, Excellent Professional and Technical Personnel with Outstanding Contribution in Yunnan Province, Provincial Expert for Special Allowance, Talents for Revitalizing Yunnan Province Program, and Academic and Technical Leaders for Young Staff.
High-level Talent Introduction
In the past five years, YAU has introduced a number of high-level personnel, including the flexible introduction of an academician of China National Engineering Research Institute, 2 scholars entitled Yangtze River Scholars of the Ministry of Education, and 1 winner in “One Hundred Talented People” Program of the Chinese Academy of Sciences. Besides, YAU has formally introduced over 100 teachers with doctorate degrees or with senior titles at home and abroad. These introduced or cultivated high-level talents play an active role in the construction and development of YAU, and have made outstanding contributions to the economic and social development in Yunnan Province.
Implementation of Training Program of Academic and Technical Leaders for Young Staff
During "Twelfth Five-year Program", to strengthen the construction of scientific research talents and promote the level of scientific research, YAU sets about implementing the Training Program of Academic and Technical Leaders for Young Staff, selecting 20 candidates for academic and technical leaders for young staff each year and choosing altogether 100 major candidates for training by the end of 2015. Over the past two years, YAU has selected two batches of candidates totaling 40 for training for academic and technical leaders. Through cultivation, 15 of them have been funded by the National Natural Science Foundation of China, and 3 are admitted to the reserve of academic and technical leaders for young staff in Yunnan Province.
Relevant Incentive Policies
Since 2011, YAU has set up a series of relevant incentive policies to attract talents in talent introduction, training and rewarding, for example, providing housing allowanceof 50000 yuan to 50000 yuan,Research start-up funds of 50000 yuan to 4 million yuan and inducement allowance of 300000 yuan to 1 million yuan. The incentive policies also include the Training Program of Academic and Technical Leaders for Young Staff, the rewarding policies in teaching, scientific research and management to stimulate the teaching staff to make more achievements, better and major achievements in such aspects as teaching, scientific research, management and social services.
